Founded in 1933, the International Rescue Committee is a world leader in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.



The IRC delivers much-needed humanitarian assistance to Iraqi refugees and other poor, marginalized and vulnerable households in Iraq and Jordan.



Key Working Relationships:



Position Reports to: Senior HR Manager
Position directly supervises: HR Assistant

Indirect Reporting: Field Coordinator

Internal Stakeholders: Operations, Finance, Programs, HR-HQ, Incentive Workers, HR Leads and staff from other IRC country programs

External: Labor Attorney, Ministry of Labor





Job Responsibilities:

The Senior Human Resources officer is responsible for managing human resources for the IRC office in Mafraq, Jordan. The HR Manager will report directly to the Senior HR Manager.



Main tasks and duties:



Human Resources and Recruitment

-Under the direction of the Senior HR Manager, implement IRC’ National and ensure all Generalist HR activities are carried-out in adherence to the standard ensuring IRC’s compliance with all labor laws, and minimizing legal exposure.

-Manage, train, mentor HR Assistant; create detailed plan to build capacity including performance objectives and commitment to development

-Manage all HR functions for national staff in Mafraq, including, but not limited to, orientation, contract administration, benefits, insurance, changes in status, over time, leave, performance management and termination.

-Supervise maintenance of up-to-date leave tracking record for all National and International Staff in Mafraq.

-Manage all volunteers’ issues, including but not limited to, volunteer requests, contracts, extensions, payments and IRC Orientation.

-Provide assistance to supervisors in determining appropriate disciplinary plan of action.

-Manage employee relations with professional grace; Liaising with Sr. HRM a others as necessary, lead or advise on investigations to resolve issues/conflict in the workplace and provide recommendations.

-Lead exit management procedure and conduct exit interview for all leavers to ensure seamless and positive transition for departing employee

-Provide oversight for on-boarding and orientation ensuring new and transfer employees are welcomed, engaged and learn orientation material

-Maintain confidentiality of all sensitive HR information at all times.

-Coordinate the recruitment processes ensuring compliance to hiring policies and procedures, and that best practice are followed and documented.

-Conduct interviews and provide interview outcome summary.

-Responsible for following with hiring managers in regard 30 days objectives and

-send the needed reminders and follow up in this regard.

-Monitoring staff who will finish their three month probation period and communicate this to their hiring mangers before at least two weeks of probation period ends

-Liaise with the HR office in Amman in regards to staff contracts, ATCs and all other documents related to recruitment.

Job Requirements

•University Degree in management, human resources, administration or equivalent in experience.
•Minimum of 3 years professional experience in Human Resources
•Experience delivering orientation, presentations and training and development initiatives
•Knowledge and experience in resolving employee relations
•Proactive approach to workplace issues
•INGO experience preferred.
•Fluency in Arabic and English.
•Strong sense of personal integrity.
•Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
•Proficiency in Microsoft Word, Excel, PowerPoint and Outlook required; HRIS knowledge a plus
