Standard Function Description

• Is in charge of a WatHab Project(s): plans, organizes and monitors the implementation of the project, as per given objectives • Maintains contacts with interlocutors / authorities at local level mainly independently• Supervises technical staff • Contributes to written reporting• Contributes to the preparation of PfR and budget

Project Implementation• Assess the needs in accordance with WATHAB criteria by collecting all relevant information for the implementation of the project(s).• Monitor and follow up the project construction works, while ensuring that services and supplies acquired conform to the quality and performance requirements of the contract in accordance with the schedule.• After the construction works are completed, evaluate the quality and performance of the contractor against the contract requirements and make recommendations on action(s) to be taken.

Contact and networking• Develop and maintain contact with interlocutors/contractors and report back to the Head of Project.• Upon request of the Head of Project, facilitate contact and networking with the relevant interlocutors (Camp Director, Governors Office and/or Municipalities), conveying messages, in order to ease the works implementation. Report outcome of meetings and if necessary write meeting minutes.• Upon request of the Head of Project, inform interlocutors about general ICRC Wathab activities.

Logistics - Admin• Regarding procurement of goods, specify and provide Log with all of the relevant technical specifications, organise the material deliveries and assure the necessary inspection and follow-up of all material assistance items.• Ensure that all of the necessary paperwork is prepared in coordination with the Logistics department.• Upon request from the Head of Project, help to evaluate offers from local contractors / suppliers for small contracts in coordination with Log.• Ensure payment of small contracts and procurements in the field.

Reporting and statistics• Report to the Head of Project any problems or challenges faced without delay.• Provide the Head of Project with written assessment, evaluation and programme implementation reports.• Provide required information for the biweekly operational reports (WOR).• Provide the Head of Project with written weekly progress reports, including technical and security related information.• Provide statistical information or other reporting requirements when required.• Help to maintain the WPA database in coordination with responsible staff member(s).• Attend weekly Wathab meeting in Amman.

• Engineering University Degree (Preferably Civil Engineering)
• 4 years work experience in a similar function
• Fluent in written and spoken English
• Team leadership skills
• Very good analytical skills
• Good knowledge of the geographical assigned area
