II. Organizational Context
The Integrated Economic and Social Development Policy Framework for Jordan-the Blueprint 2025, project has
been launched to support the revision and redesign of the Jordanian national development agenda, as well as the
national development planning approach in the country, in order to equip the Jordanian Government institutions
and other stakeholders with the necessary tools to develop and implement a comprehensive and inclusive National
Development Framework that determines/sets Jordan’s development vision for the next 10 years, addresses the
national development challenges and enhances Jordan’s resilience.
After the official launch of the final document, the team will work on developing the action plan in collaboration with
all stakeholders and relevant parties.
A ”Monitoring, Delivery and Evaluation” unit will be established at the Prime Ministry to follow up with different
ministries on the progress in implementation of the Blueprint and its action plan, under the supervision of MOPIC,
where the project team will support the establishment and roll out of the Unit at the PM.
The Management Information System (MIS) that was established at MOPIC, through support provided by UNFPA
and UNDP, will be upgraded and further developed, and moved to the new Unit at the Prime Ministry to host the
Blueprint data,, indicators, baselines, and to monitor its implementation.
III. Functions / Key Results Expected
Under the supervision and guidance of UNDP Socio-Economic Portfolio Analyst and in close collaboration with
The Director of Policies and Strategies Department at the Ministry of Planning and International Cooperation
(MOPIC), the Project Officer will be responsible for coordinating and managing the work for developing the
Jordan Economic Blueprint 2025 file at MOPIC and supporting the establishment of the Monitoring Unit at the
Prime Ministry. The Project Officer will be fully dedicated to work with MOPIC, Prime Ministry and UNDP and will
be in charge of handling all required tasks in coordination with all stakeholders leading to the launch of the
Blueprint and its detailed action plan and supporting the Monitoring, Delivery and Evaluation Unit at the Prime
Ministry.
He/she will be responsible to undertake the following tasks:
1) Closely coordinate with all concerned line ministries and other Blueprint stakeholders, in finalising the
blueprint document.
2) Closely coordinate with all stakeholders throughout the process of the Blueprint Action Plan formulation.
3) Support the MDE Unit at the Prime Ministry throughout the current project duration.
4) Participate and report on all meetings of technical, Steering and Coordination Committees.
5) Liaise between UNDP, MoPIC and the Prime Ministry for needed technical assistance support.
6) Draft expert TORs and follow up on the recruitment of the experts; and ensure satisfactory delivery of
their assignments.
7) Liaise between all experts working on the action plan.
8) Conduct research, gather data and prepare comprehensive reports where needed;
9) Prepare the project AWP, and follow up on its implementation.
10) Document project development and report on a quarterly basis to UNDP based on the project AWP.
11) Keep track of all project progress against indicators defined in the results framework;
12) Continue developing project indicators and methods of data collection;
13) Ensure timely submission of reports on work process.
14) Compile data needed for regular project reports and contribute to drafting regular progress reports for
donors.
IV. Impact of Results
The Integrated Economic and Social Development Policy Framework for Jordan results are shared and
communicated in a timely and effective manner to various partners which will lead to sustaining social and
economic stability in Jordan.
The Capacity of MOPIC and other Government offices are enhanced, in particular on matters related to SocioEconomic
development.V. Competencies and Critical Success Factors
Proven ability to work with a variety of people including government officials, donors, international and
national NGOs, local stakeholders, experts and consultants.
Excellent communication, interpersonal, presentation and facilitation skills.
Good organizational and planning skills and a proven ability to adhere to deadlines.
Proven technical report writing skills both in Arabic and English.

VI. Recruitment Qualifications
Education: Bachelor degree in economics, management, social science, or other related fields.
Experience: Over five years of related experience in planning and development, in addition to
proven experience in assessment and design of sectoral and comprehensive plans
and strategies
Language
Requirements: Proficiency in Arabic and English spoken and written
