Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;
Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially People with Disability and meet their specific needs;
Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.
MISSION CONTEXT
Following the yearlong crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities.
In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the border.
PROJECT DESCRIPTION IN JORDAN
HI will implement his emergency mechanism (disbilitiy and vulnerability focal point-DVFP) in order to target the most vulnerable persons who have a lack of access to the humanitarian intervenntion and to re establish this access through direct provision of service or referral. HI is intervening in the northern area since may 2012 and is willing to upsacle her intervention. Multidisciplina ry
team will be deployed in order to target the most vulnerable affected
groups, among them, the injured persons and the persons with disability.
A comprehensive intervention will be implemented to cover their
specific needs and to improve their capacity to cope with the situation.
THE JOB
Assist the project manager in the implementation of the project for population affected by the Syrian crisis, and especially the most vulnerable ones (including people with injuries and people with disabilities) within the refugee communities.
MAIN RESPONSABILITIE S
1.Organization of the team work
Responsible for the weekly planning of the activities for his/her field team
Responsible for the availability of the materials of the team for the field activities
Animation and organization of the meetings with the Rehab/ Protection team in collaboration with the Project Manager
In charge of writing meeting minutes and send it to line manager
2.Distribution and stock
In close collaboration with the team you are managing requests for materials needed for daily activities. Depending of the material requested, you will be responsible of signing the stock request
Ensure that the donations certificates are provided for all the donations
Ensure the donations are made according to the strategy (quality and quantity) and the needs identified
Management of the operational buffer stock (if there is one)
Inform the project manager of any risks in stock shortage
At the end of each week compile the donation made by the team
3.Management of referral cases
Reception of the referrals from the intake officer and distribution of the cases to the field team according to the planning and the emergency level (in close collaboration with the project manager)
In case of specific need follow the referrals
4.Liaison with stakeholders and identification of the different services provided at local level
At field level, after validation of project manager, meet on regular basis the different stakeholders
In collaboration with the social worker, identify the different services the local stakeholders are providing with a systematic approach, and provide an analysis of the resources at local level
Guarantee that a detailed mapping of the stakeholders is completed and regularly updated.
Organize/ participate to local coordination meeting among actors in your area of intervention
Support the team in focal points/ community leader network identification and reinforcement when needed
Develop relationships with other actors in the area including Syrian and Jordanian networks
5.Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context
At formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level
Make proposition to project manager on strategy of action to ensure a quality response to the refugees needs
6.Ensure the quality on reporting, distribution, referrals and information sharing your team:
Regular field visits with the team
Close follow up of your team in the field, to ensure correct choice of the technics and application of HI guideline in their daily work
Monitor the data collection done by the different field teams and to ensure a quality reporting of data in the database
According to the mapping, and following the referral strategy, support the team when needed in defining the different external referral needed by the beneficiaries
Ensure the donations requested by the team is appropriate and followed up with support of manager or technical advisor as relevant
Ensure a comprehensive identification system (referral, UNHCR lists, focal points)
Ensure the action plans of SW/PSW and of PT are clearly identified and that the number of follow-up visits respect strategy
Ensure the whole process of project, from identification,
assessment of needs, provision of services and referrals to discharge,
is followed-up by the team, including the respect of the process in
itself and the role and responsibilitie s of each team members
Participate to regular meeting with the team and PM to share information and updates on the programme
7.Reporting:
Send weekly reports to PM with data tracking of your team and narrative rapport
Send every weeks all the reporting tools used and updated during the week, compilation of the weekly reports teams
Prepare minutes of all the meetings and discussions with external actors and send them to PM and FC
Send any other report upon project manager might request
Report any constraints or problems faced with the team before taking any action
Report without any delay any security issue
8.Representatio n :
On delegation of the project manager:
Participate to the field coordination meeting
Participate on the external meeting
9.Training
Identify individual or groups training needs and rapport them to Project Manager
In the collaboration of TRU and PM organize training/ refreshment when needed
Collaborate with project manager and technical advisors to design and animate trainings
Present trainings as required internally and externally
Ensure that all documentation necessary for the training is completed, including attendance sheet, pre & post test
10. Administrative Activities
Provide administrative and logistic support to the project manager upon request
11. Demonstrate an ethic and professional practice:
Respect beneficiary confidentiality .
Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
Address needs and requests in a professional way.
