Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially People with Disability and meet their specific needs;
Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps.At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.
MISSION CONTEXT
In response to the crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities.
In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted areas are the northern governorates & Amman.
PROJECT DESCRIPTION IN JORDAN
HI will implement its emergency mechanism (disabilitiy and vulnerability focal point) in order to target the most vulnerable persons who have a lack of access to the humanitarian assistance and to re establish this access through direct provision of services or referals. HI is intervening in the northern area since may 2012 and is willing to upscale its intervention. Multidisciplina ry
team will be deployed in order to target the most vulnerable affected
groups, among them, the injured persons and the persons with disability.
A comprehensive intervention will be implemented to cover their
specific needs and to improve their capacity to cope with the situation.
THE JOB
Based inAmman, under the direct responsibility of the DVFP Program officer, you will be in charge of the identification of the most vulnerable persons affected by the Syrian crisis, the evaluation of their needs and the provision of an approriate intervention.
MAIN RESPONSABILITIE S
Under the direct responsibility of the DVFP program officer, in close collaboration with the pluridisciplina ry
DVFP team (social workers, occupational therapist, psychosocial
workers), and with the support of a regional technical advisor, you will
have to:
1. Identify specific needs of the programme beneficiaries, contribute to the assessment of these needs and/or directly assess these needs as required:
• Work as mobile/ outreach team to identify, register and analyse beneficiaries specifics needs (disabilities and vulnerabilities )
• Develop a community approach to ensure a confidence in HI process and project
• Ensure a global vision of the individual and familial needs in the identification
2. To assess functional capacities of the beneficiaries and identify their needs in terms of rehabilitation and specific items
• Execute a rehabilitation assessment taking into account physical, social and environmental factors in a holistic way
• Based on the assessment, make a management plan, considering their functional needs, social situation and access to services, with provision of technical aids if required in coordination with the social worker, the psychosocial worker and the field officer
3. To offer safe and appropriate rehabilitation interventions
• The rehabilitation interventions will need informed consent of the beneficiary and should be adapted to her/his essentials needs.
• The intervention should be adapted to the limitations of the emergency responses
• The intervention has to be comprehensive for the beneficiary and his family/ caretaker
and in accordance with international rehab standards The intervention
has to be based on the defined objectives of the rehabilitation activity
as well as on the beneficiaries’ objectives
• The therapist has to be able to detect any physiologic or psychological changes of beneficiary and will modify treatment consecutively.
• The therapist has to know and take into account contra-indicati ons and precautions related to diverse illnesses, injuries and treatments.
• The therapist must ensure safety at all times when working with beneficiaries.
• He/She is responsible for the specific services provided to the beneficiary.
• He/she will provide follow up care and make decisions regarding discharge as appropriate
4. To refer beneficiary to other services when needed:
• The therapist has to be able to identify his/her own limits and ask for support when needed.
• He/She will have to recognize emergency situation or situations that need immediate medical care and react quickly to facilitate access to appropriate services.
• He/ She will make internal and external referrals in response to identified non-rehabilitation needs in coordination with the team
5. Participate to the psychosocial strategy of intervention by identifying the beneficiairies and organising group sessions
• In collaboration with the rest of the team, identify the beneficiaries and the families who could benefit from a group sessions
• Define the rehabilitation objectives of the group sessions and participate to the organization/ animation
• Define the rehabilitation objectives for the families of the injured/ disable person and participate to the organization
• Animation of the group session in collaboration with the pluri disciplinary team
• Among your beneficiary, identify person who could support the team in organizing group sessions (peer)
• Encourage participation of Peer to the group sessions
6. Report data on group activities, follow-up on individual cases and organize the daily and weekly activities
• Ensure a qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan
• Ensure a daily quantitative and qualitative reporting through the tools (assessment form, follow up form, discharger and monitoring form, donation certificate, groups report) and system in place
• Organization of the weekly plan within the pluri disciplinary team, with the support of DVFP Program Officer
• Any other reports to be made upon line manager request
7. Participate in the analysis and reporting of global issues in the refugee population, with a focus on rehabilitation issues
• In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level
• Participate to report with the tools and the internal system all issues identified
• Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons
8. On demand, participate to build other team members and partner organizations (in assessing the needs of people in terms of rehabilitation, mobility aids or assistive devices
• Carry out training needs assessment and design training plan in collaboration with the technical advisor
• Implement formal training sessions on rehabilitation, mobility aids and assistive devices
• Provide informal and on the job training as needed
9. To demonstrate an ethical and professional practice:
• Respect beneficiary confidentiality .
• Respect and promote HI’s Policies on Sexual Exploitation and Abuse and Child Protection and report to your line manager any non respect of HI’s policies amongst the teams or partners.
• Address needs and requests in a professional way.
• Report any incidents or acts that cause any harm to beneficiary or to others.
• Always interact with children with the presence of their parents or caregivers
• Always ask the permission to touch or to apply any treatment or manoeuvres to someone.
• Always respect a refusal of treatment.
• Work with the best of knowledge and abilities to offer a good quality rehabilitation treatment.
• Show abilities and competences to execute an efficient rehabilitation intervention.
