Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:
Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;
Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially People with Disability and meet their specific needs;
Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implementing a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps.At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.
MISSION CONTEXT
Following the yearlong crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities.
In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the boarder.
PROJECT DESCRIPTION IN JORDAN
HI implementsits emergency mechanism (disbilitiy and vulnerability focal point) in order to target the most vulnerable persons who have a lack of access to the humanitarian intervenntion and to re establish this access through direct provision of service or referal. HI is intervening in the northern area since may 2012 and is willing to upsacle its intervention. Multidisciplina
THE JOB
Based in Mafraq, under close supervision of the Field Coordinator, you will be in charge of:
SECURITY CONTEXT FOLLOW-UP
Collect and transmit contextual information to Field Coordinator. Actively participate to the weekly context briefing (coordination meeting).
Keep track and analyse all security incidents that happen in the base
Assist Field Coordinator in building a strong reliable security network in order to gather and share essential security information with the teams.
HUMANITARIAN SITUATION MONITORING
Constantly monitor the evolution of the context at local, national and regional levels (press, reports…);
Mapping of humanitarian actors (4W)
Identification of the population’s needs, in close collaboration with the base field teams. Participate to assessments upon request.
EXTERNAL COMMUNICATION AND PARTICIPATION TO THE REPRESENTATION OF THE ASSOCIATION
Under supervision of Field Coordinator, liaise with local authorities at base level in the respect of the organization image and principles;
Under supervision of Field Coordinator, participate in external coordination meetings
Attend other meetings upon request from the Field Coordinator;
Facilitate Field Coordinator’s representation towards local partners and stakeholders in the respect of the organization image and principles;
Ensure specific communication activities such as journalist visit, in cooperation with program manager and Field Coordinator;
Prepare, organize and manage field visits for HI visitors in Mafraq governorate and Zaatari camp, Azraq camp, in cooperation with Field coordinator and Program manager.
Ensure the dissemination of relevant information to HI staff members (briefing, communication tools);
INTERNAL COMMUNICATION
Reminding and follow-up of issues potentially raised by national teams to Field Coordinator;
Participate to conflict resolution (personal and professional) within the whole team
Be responsible for the welcome and briefing of new arrivals (contextual and team briefing).
Check that personnel are properly integrated into the team and participate in the dynamic of the organisation.
Upon request of the Field Coordinator, plan and lead working meetings: project progress, security, team meetings (national and expatriate personnel)
PROJECT MANAGEMENT FOLLOW UP
Follow closely the progress of projects indicators in support to the Field Coordinator general follow up;
Assist the Field Coordinator to monitor the implementation of recommendations
Follow-up of partnership agreements and deadlines in collaboration with PM’s
PROPOSAL WRITING
Compilation of program managers inputs
Participation to the drafting of proposal narrative parts
In link with Field Coordinator, liaise with HR and administrative departments for adjustments of budget and narrative parts
MISSION SUPPORT
Upon field coordinator request, follow-up of administrative,
REPORTING AND CAPITALIZATION
Writing of minutes of internal and external meetings
Updating of :
o Project indicators
o Context analysis and security follow-up
o Movement plannings
Support the Field Coordinator in the monthly situation report (SITREP) writing through data compilation and provision of context and project data ;

THE SUCCESSFUL CANDIDATE
Education Background and Experience:
- Compulsory: University degree in buisness administration or related fields
At least one year work experience at management level with INGO
Language Skills:
- Fluency in Oral and Written English and Arabic
Other Qualifications:
- Strong interpersonal skills
- Public speaking and advocacy skills
- Strong communication and reporting skills
- Ability to work under high pressure
- Experienced to work in intercultural environment
- Ability to classify and to manage priorities
- Excellent knowledge of Windows environment (Word, Excel, Outlook...)
- Listening and diplomacy skills
